Disposal is a permanent method of management in which there is no intention of retrieval and which, ideally, does not rely for its success on the continued need for institutional controls beyond a reasonable period of time. Permanent disposal means sequestering the wastes, until they have decayed to a safe level, away from the environment in a permanent facility requiring no monitoring, maintenance, or ongoing institutional controls. ...
