The Civil Sealift Group, composed of representatives of European nations who may or may not be NATO members, would meet in the critical period before the declaration of national emergency. Members of the Civil Sealift Group would be empowered by the nations they represent to allocate ships of their own countries to the United States for use in reinforcement of European or European-based U.S. [United States] forces.
