Since the creation of the RCM [Regional Conference on Migration], also known as the "Puebla Process," in Puebla Mexico in 1996, officials from Belize, Canada, Costa Rica, the Dominican Republic, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, Panama and the United States, as well as observers from international organizations and civil society, meet on a yearly basis to discuss migration issues of common concern.

Depuis sa création en 1996 à Puebla au Mexique, cette conférence régionale plus connue sous le nom de «Processus de Puebla» a permis de favoriser le dialogue migratoire entre responsables politiques du Bélize, du Canada, du Costa Rica, de la République dominicaine, du Salvador, du Guatemala, du Honduras, du Mexique, du Nicaragua, de Panama et des États-Unis, ainsi qu'avec des observateurs d'organisations internationales et de la société civile.

La Conferencia Regional sobre Migración (CRM) se creó a iniciativa de México para fomentar el diálogo sobre el tema migratorio en la región de América del Norte y Central. Tuvo su primera reunión en la ciudad de Puebla en 1996.

En 1996 inició una serie de conferencias regionales sobre migración, conocida como el Proceso de Puebla, que congrega a países de origen, de tránsito y de destino de flujos migratorios.
