The "carrier access tariff" consists of charges which will be applicable to all interexchange carriers, including the telephone companies, for access to the Utility (local) network. The CAT will define the terms and conditions for interconnection with the public switched telephone network. The CAT consists of two main components: a network access component which includes charges for switching and aggregation, the recovery of start-up costs and other unbundled elements; and a contribution component to subsidize the rates for basic local telephone service.

Le «tarif des services d'accès des entreprises» (TSAE) se compose des frais qui s'appliqueront à toutes les entreprises intercirconscriptions, y compris les compagnies de téléphone, pour l'accès au réseau (local) des services publics. Le TSAE définira les modalités d'interconnexion avec le réseau téléphonique public commuté. Il comporte deux grandes composantes : une composante "Accès au réseau", qui comprend les frais de commutation et d'agrégation, le recouvrement des frais de démarrage et d'autres éléments dégroupés; et une composante "Contribution" servant à subventionner les tarifs du service téléphonique local de base.
