The basic traditional design procedure is executed in several stages. In the first stage, the architect develops a program, or list of the client's requirements. In the second stage, or conceptual phase, the architect translates requirements into spaces, relates the spaces and makes sketches, called schematics, to illustrate the concepts. When sufficient information is obtained on the size and general construction of the building, a rough estimate is made of construction cost. If this cost does not exceed the cost budgeted by the client for construction, the next stage, design development, proceeds.

The objective of the FEED study is to define the project’s scope to a degree such that uncertainty and hence cost increases are minimised during the execution phase. A FEED study typically involves preparation of preliminary design documentation, cost estimates, procurement requirements, a project schedule and risk assessment.

Fodor uses the assumptions-that mentalese predicates are concepts, that all concepts are innate, or some boolean function of innate primitives-against the Piagetian general picture of conceptual development. The picture includes the three following claims : 1) the development of the child's cognitive abilities exhibits an orderly transition between stages; 2) each stage reflects the child's conceptual competence; 3) every later stage is conceptually richer than any of its predecessors and learning mediates the transition from one stage to the next.
