The festival was initially conceived as an agglomeration of various initiatives which are normally undertaken throughout the year but that would be compressed into a concentrated period and would focus on conveying a modern image of Canada as a diverse, culturally sophisticated and technologically advanced society with a vibrant economy. The festival was intended to increase awareness of Canada in the short-term and to increase trade partnerships, joint ventures between Canada and Japan over the long-term.

Le festival a été conçu initialement comme un regroupement d'initiatives variées qui s'étalent normalement au long de l'année, mais qui seraient en l'occurrence concentrées en courts laps de temps et localisées pour projeter une image moderne du Canada comme société diversifiée, évoluée autant sur le plan culturel que technologique et possédant une économie dynamique. Le festival visait à attirer, à court terme, l'attention sur le Canada et à accroître, à long terme, les occasions d'échanges commerciaux, de partenariats et de coentreprises entre le Canada et le Japon.
