[A permit is a] permission granted to an applicant(on a prescribed form) to conduct an occasional, specific activity for a fixed period of time, or in some cases to conduct a once-off or non-recurring activity, or in rare cases to cover special circumstances. Permits expire, whereupon a new permit would have to be applied for.... A licence is an authorisation granted to an applicant(on a prescribed form), allowing him to carry on a business on a continuous(subject to periodic renewal) or permanent basis and usually but not necessarily provides for the performance of more than one activity. Licences are valid until they lapse or are suspended or cancelled.

The term "permit" is often confused with "licence", but important differences exist between the two. In a few dictionaries, however, "permit" is given as a synonym of "licence" or as a type of licence. Thus, although "permit" is usually translated as "permis" the context may require the French term "licence".

A lease may be defined as a grant of the right to possession of the leased premises for a specified period of time commencing either immediately or at some ascertainable date in the future and ending at some point thereafter. A transaction is characterized as a lease rather than a grant when the owner or the grantor of the interest retains a "reversionary interest". In other words, possession of the leased premises reverts to the lessor on the termination of the lease. In order for the transaction to be characterized as a lease rather than a licence, the lessee's possession of the leased premises must be exclusive. One must therefore be careful in translating "licence"--its usual French equivalent is "licence", but in some cases it can be "permis". An important characteristic distinguishing "licence" from "permit" is the fact that the former is not issued directly by the government but rather by a competent authority or by local authorities, while any of the three groups mentioned can issue a permit. Also, the licence is usually granted for an extended period of time whereas the permit normally authorizes an act of short duration. For example, we say "driver's licence", but "learner's permit".

An official document issued by the competent drug regulatory authority for the purpose of marketing or free distribution of a product after evaluation for safety, efficacy and quality.

The marketing authorization must set out, inter alia, the name of the product, the pharmaceutical dosage form, the quantitative formula(including excipients) per unit dose(using INNs [international nonproprietary names] or national generic names where they exist), the shelf-life and storage conditions, and packaging characteristics. It specifies the information on which authorization is based(e. g. "The product(s) must conform with all the details provided in the application and as modified in subsequent correspondence"). It also contains the product information approved for health professionals and the public, the sales category, the name and address of the holder of the authorization, and the period of validity of the authorization. Once a product has been given marketing authorization, it is included on a list of authorized products-the register-and is often said to be "registered" or to "have registration". Market authorization may occasionally also be referred to as a licence or product licence.
