The train stopped just inside Block 3 is protected by Signal A125, but only if the second train stops at the signal correctly. Should it run past the signal, it will get "tripped" by the trainstop of A125. However, there is insufficient room for the train to stop before it collides with the first train. The safe braking distance is too short. To overcome this situation, each signal is moved back a safe braking distance from the entrance to the block. This distance is called the overlap... In order to avoid creating an unsafe condition, when the signal is taken "Off" for an approaching train and crank handle is also available for the operation of the points, it is necessary that the crank handle be kept in safe custody. The experience has shown that the better arrangement is to lock the crank handle by an electric lock whenever the concerned signal is taken Off so that it is not possible for anybody to use the crank handle for operation of the points. Alternatively, if crank handle is out, the signal should not be allowed to go to Off position. The phenomenon is called "reciprocal interlocking" and it is achieved by providing reciprocal interlocking arrangement by means of circuitry and the electric lock fixed on the crank handle. In order to maintain the required obstacle free airspace in the vicinity of a certified airport, regulations known as airport zoning regulations(AZR) may be enacted by Transport Canada. These AZR are enacted not only to protect the present operations of an airport, but also to help ensure that potential and future development surrounding the airport remains compatible with the safe operation of aircraft and of the airport itself. Lands within the airport boundary are under the control of the airport operator and do not require AZR. Since Transport Canada certification requirements normally extend beyond the airport boundary, AZR are enacted on the surrounding off-airport lands. For AZR to be enacted an airport certificate must be in force at an airport or the land in question must be designated as an airport site....
