A term introduced by the U. S. S. R. to refer to U. S. nuclear systems that have less than intercontinental range but which, because of their location, could reach targets in the Soviet Union. The U. S. S. R. regards these as strategic and tried unsuccessfully to get them covered first by Salt 1 and then in negotiations on theatre nuclear forces. It sought ’compensation’ for FBS's by being permitted to possess a large number of central systems in her arsenal. Pour les Soviétiques, en effet, les FBS représentent la possibilité d'une frappe désarmante. Les FBS étaient au cœur du débat sur la limitation des armements des années 1975-1976. The Working Group on Cultural Heritage, chaired by Mexico, looks at both tangible and intangible heritage. The role of cultural heritage within the larger cultural and social agenda has been acknowledged by many international organizations. Cultural heritage can be loosely defined as an aspect of cultural diversity, a touchstone of identify, a source of income and employment, and a form of cultural capital. The effective management of cultural heritage can help to reduce poverty, promote social inclusion, and increase civic participation. Touchstone testing is used by retail jewellers to identify metals which have not been hall-marked. The test achieves two things; it determines the nature of the metal, and in the case of gold it enables one to know the carat quality.... To ascertain the carat quality of golds, a streak is made on the touchstone with the gold to be tested, and other streaks are made with touchneedles of known carat quality.
