Le gouvernement fédéral peut conclure un traité avec un État étranger dans un domaine qui relève des compétences provinciales et autoriser expressément les provinces à conclure des ententes avec ce même État étranger à l'intérieur des limites tracées par ledit traité. L'exemple typique de cette situation nous est donné par l'Accord culturel entre le Canada et la France conclu en 1965.

CONT

A framework agreement can be as loose as a non-binding arrangement with suppliers to call on them when procuring goods, works or services.

OBS

In essence, a call-off contract is the same as a framework agreement except that the call-off contract is a legally binding contract with the supplier.
