... in the Vienna Convention, however, a clear distinction is drawn between those staff, termed the administrative and technical staff, whose work is highly responsible, who may be dealing at a lower level with diplomatic matters, who whether as personal secretaries or as cipher clerks or wireless operators have access to diplomatic secrets, and those staff whose functions are essentially domestic and who are not in direct contact with official matters, namely the service staff.

English

Subject field(s)

OBS

... embassies have many advantages as bases for spying. They offer "cover" to foreigners - who ostensibly are in the country as ordinary diplomats dealing with politics, trade, culture or information. The embassy building is immune from raid or search and houses radio and cipher facilities. And the diplomatic bag provides a safe and regular means of communicating documents and the money to pay agents they recruit.

French

Domaine(s)

CONT

Record 6 1986-05-22

English

Subject field(s)
  • Diplomacy
CONT

Under the counsellors come the diplomatic secretaries, to be carefully distinguished from their secretaries. Their titles are first secretary, second secretary, or third secretary. Though there used to be fourth secretaries, they too have fallen victims to title inflations. Private secretary, though often a key position, is not generally recognized as a diplomatic rank and does not rate inclusion on the Diplomatic List.

OBS

Diplomatic ranks have significance to protocol officers, receptionists or wives, because it specifies where one sits at an official dinner or marches in a state funeral. But to the career diplomat what is important is the class of the diplomatic agent in the Foreign Service, since this determines his salary.
