Ministers are particularly concerned that once in prison or youth custody, many young people learn to become more proficient in the crimes that resulted in them being sentenced in the first place. À l'heure actuelle, la Commission nationale refuse la libération conditionnelle dans six cas sur dix. En fait une libération est rarement accordée lors de la première étude du cas. Plus de 99 pour cent des détenus qui bénéficient d’absences temporaires(visites aux parents malades, traitements médicaux spéciaux) respectent les modalités de la libération, ce qui n’ est pas le cas de ceux dont la libération conditionnelle est assujettie à une surveillance obligatoire. Dans ces cas, le taux de récidive est élevé : 50 pour cent. Quant le détenu ne remplit pas ses engagements, un mandat d’arrêt est alors émis. C'est ce que les criminologues ont qualifié de «syndrome de la porte tournante».
