Plan the project. ... The Navigator methodology recommends that most detailed project plans cover a period of six to nine weeks. In this approach, team members develop a milestone plan based on high-level work plans and other project documents. Staff factor in resource constraints, quality issues, and project risks when developing the milestone plan. Staff develop detailed plans for the next six weeks. Every four weeks after that, staff develop a new six-week detailed schedule. La gestion de projets s'effectue à deux niveaux avec une philosophie basée sur une approche collaboratrice et un souci permanent d'éviter la bureaucratie au moyen de rapports condensés. [...] L'organisation mère définit le déroulement du projet ainsi que les autres unités impliquées. Il s'agit en fait d'un contrat entre le management et le projet qui se matérialise au travers de deux documents : Le «Milestone Plan» comprend la liste des grands résultats intermédiaires entre le début et la fin du projet. Il apporte une certaine visibilité au management et permet de se concentrer sur les buts et les points de contrôle.
