Elementary particles can be described in terms of a few simple properties. The most obvious of these are the mass and electric charge of the particle.... There is a... property which all particles carry, quantum mechanical spin. The name spin comes from an analogy with classical electro-magnetics. In classical electromagnetic theory, it is well known that a charged particle that is moving through a magnetic field will be deflected. If the particle... is spinning about some axis the deflection will be changed; i. e. the particle will go in a different direction than if it wasn’t spinning. The effect will depend on both the rate of spin and the rotation axis. In quantum mechanics, a similar effect is observed with any quantum particle. When passed through magnetic fields, they behave as if they are spinning electric charges. What's more, they behave as if their rates of spin are integral 0, 1, 2,... or half-integral(1/2, 3/2,...) of a base unit... much like charges come in basic multiples of the electron's charge. The concept of spin here is a bit more abstract than in the classical case. With a classical particle you can paint a little dot on the particle... and directly measure the rotation rate by counting the number of times you see the spot in a minute. Soon a more sturdy doctrine was fashioned. It was called "last clear chance", "last opportunity" or "ultimate negligence". The seminal case was Davies v. Mann where the plaintiff negligently left his donkey on the highway with its legs tied. The defendant drove his wagon and horses negligently into the animal and killed it. Liability was imposed on the defendant, despite the contributory negligence of the plaintiff, because according to Lord Abinger the defendant might have avoided the animal with proper care. The case was later explained on the ground that the defendant was held totally responsible because he had the "last opportunity of avoiding the accident". Another rationale of the case rested on causation theory; where the defendant could have avoided the accident, he, and not the plaintiff, was the sole cause of it.... Une meilleure règle fut bientôt mise de l'avant. On l'appela la règle de la "dernière chance" ("last clear chance"), de la "dernière occasion" ou de la "négligence ultime". Elle vit le jour dans l'arrêt Davies v. Mann, dans lequel le demandeur avait, par négligence, laissé son âne sur la grande route avec les pattes attachées. Le défendeur fut imprudent, frappa l'animal avec son chariot et ses chevaux et le tua. Le défendeur fut déclaré responsable malgré le fait que le demandeur avait, par sa faute contribué à l'accident. Au dire de lord Abinger, le défendeur aurait pu éviter l'accident s'il avait pris des précautions raisonnables. On tenta plus tard de justifier cette décision en disant que le défendeur avait été tenu entièrement responsable parce que c'est lui qui "était le dernier à avoir eu l'occasion d'éviter l'accident". Une autre explication de cette décision est la théorie de la causalité : lorsque le défendeur aurait pu éviter l'accident, c'était lui, et non le demandeur, qui en était l'unique responsable. (...) Because development theory, for countries like India and the United States, is preoccupied with the concept of "balanced growth", the Neumann model is of considerable interest. It is particularly relevant to the case where an industrial sector in a poor country finds it can get an unlimited supply of laborers from the rural sector at the same wage cost in terms of subsistence; needing little land, the industrial sector can "take off" and grow at a constant Neumann-percentage rate per year, provided it can produce the capital goods needed to match the new labor or can be helped by imports from foreign lenders, aiders, or exporters. 1, fiche 27, Anglais, - Neumann%20model
